Not sure if it really keeps make-up in place but it does minimize rub off. I use it if I know I‘ll be hugging people or trying on clothing. I don‘t wear a lot of base make up but I do use concealer on spots and acne. It does help to keep it in place but it can rub off if your too ruff.
